(1) Beijing Reaffirmed No-First-Use Policy on Nuclear Weapon

[CND, 08/06/96] A Beijing Foreign Ministry spokesman told Taipei's official
Central News Agency (CNA) that the U.S. magazine Newsweek's report on
Beijing's top arms negotiator SHA Zukang's remarks was inaccurate, AFP
reported.  "We have not changed our policy ... and what [Sha] said about
no-first-use to any area actually answered [Newsweek's] question on
Beijing's nuclear arms policy toward Taiwan," the spokesman was quoted as
saying.

Taipei's Mainland Affairs Council (MAC) reacted frostily to a Newsweek
report, calling Sha's remarks highly "inappropriate" and "chilling."

Last Sunday's edition of Newsweek included the following alleged statement
by SHA Zukang:  "Taiwan was a province of China, not a state.  So the policy
of no-first-use (of neuclear weapons) does not apply." (Yuan LIU, Daluo JIA)

(2) "Neutral Flag" to Fly on Mainland and Taiwan Ships between Taiwan and 
    Hong Kong after July 1997

[CND, 08/07/96] Mainland China and Taiwan have basically agreed that a
neutral flag would fly on their ships when sailing between Hong Kong and
Taiwan after Hong Kong is returned to China in 1997, JEN reported quoting
Taiwan's Transport Minister Tsai Chao-yang.  Currently Taiwan vessels to
Hong Kong fly the Kuomintang's flag, a white sun in a blue sky against a
crimson background, which Mainland China will not allow after July 1, 1997.
In return, Taiwan said it would not allow any vessels from Hong Kong to
enter Taiwan ports if they fly the Chinese national flag.  Taiwan's carrier
China Airlines had replaced the flag emblem with a stylized plum blossom on

   - China and the U.S. are very close to reach an agreement on the text
     of the Comprehensive Test Ban Treaty (CTBT), the details of which may
     be unveiled on Friday.

   - The Washington Post reported that the U.S. had decided to issue a
     transit visa to LIEN Chan, the vice president of Taiwan, despite the
     strong protest from Beijing.

   - Taiwanese fishermen said they may ask Beijing for protection if Taipei
     does not safeguard their fishing rights in the disputed Diayu islands.

   - The People's Daily criticized the recent reaffirmation of U.S. security
     pacts with Australia and Japan, blaming the U.S for its continuing the
     Cold War policy against China.

   - Beijing on Tuesday accused the U.S. of trying to control the United
     Nations by attempting to manipulate the re-election of U.N. Secretary-
     General.

   - The Chinese delegation walked out of a folk festival in Oloron,
     southwest France, to protest the display of national flags by Taiwanese
     dancers.

   - China is going to promote the use of traditional medicines abroad,
     especially those for treating cancer, AIDS, and cardiovascular
     diseases.

   - Police uncovered and confiscated 5,000 cases of fake banknotes with
     face values of some 100 million yuan (US$12 million) last year, Public
     Security Ministry officials said.

   - Taiwanese investment soared in the first quarter with a focus shifting
     from labor-intensive projects to those dependent on capital and
     technology, South China Morning Post reported.

   - China will build the first fibre-optic cable, estimated at 30,000 KM
     in total length, to link Tibet with the rest of the country.

* Taiwan and Japan have reached an agreement allowing Taiwan boats to fish
  near the Tiaoyutai islands, in an effort to diffuse tensions over the
  disputed island group, the Ministry of Foreign Affairs said.

* TOKYO -- The Japanese Maritime Safety Agency has tentatively decided to
  shelve the approval to a license application by a right-wing group for a
  lighthouse it erected on an isle of the disputed Tiaoyutai islands in
  mid-July, the Nihon Keizai Shimbun reported.

* Mainland Affairs Council Vice Chairman Shi Hwei-yow said that it is
  unlikely that there will be an improvement in Taipei-Beijing ties in the
  near future.

* Taiwan Minister of Foreign Affairs John Chang said the government in
  Taipei will always take into account the stability of cross-strait ties in
  its effort to expand international relations.

* Several heavyweights from the DPP have received invitations from the U.S.
  to attend its national convention scheduled for Aug 26.

* North Korea plans to set up a representative office in Taiwan by the end
  of the year, a local newspaper said.

* Over 100 experts on water resources and hydropower from both Taiwan and
  Mainland met to discuss the possibility of importing water from Fujian
  province to Kinmen and Matsu.

* Taiwan had the world's highest death rate caused by accidents in 1995, the
  Department of Health said -- a total of 12,983 people died in accidents
  last year, equivalent to 61.1 deaths out of every 100,000 people on the
  island.
